sorry for the typo. I meant to say that due to poor performance we have disabled the clustering. Now its giving 10% performance. But still it is not giving the desired performance.

You can go for juniper or alkatel or huawei router cum switch which will support VPN facility with multiple public ip address and it won't cost much to you also.
