i believe the driver was 528.49 and my psu is 500w I have my old rx 580 in at the moment and it runs at 140w with no problems

i recently bought an EVGA 1070 and I'm having some issues with artifacting and low power draw. 90% of the time when i boot it starts artifacting on the Windows loading screen and when i get into windows device manager it says "error 43" and is in a low res. the other 10% of the time it boots...
