I have found what was the problem. Its the Mozilla or the Google Chrome that is taking GPU resource, but since nothing is rendering ( browser is just open ) GPU usage is 0%, but GPU power usage and clocks clocks are high. Once I close the Mozilla and Chrome the clocks and power usage return to 0%.
