    Be wary of scams; if you tested it before selling it and it was not damaged in shipping or you sold it locally, then be on your guard. He may have installed drivers incorrectly, or not disabled his previous drivers before installing the GPU. Most likely it's user error if the card was fine...

    Yes, each SSD has a limited amount of read/writes and repeatedly reformatting it will use many of them. It won't harm it per se, just shorten it's lifespan.
