13 9100 16 GB is enough, many factors affect slow depending on the application you are using games, graphics, rendering, the impression of being slow is just a feeling. no need to add ram if different spec. wear it with pleasure it will be fast

I have 32 with an old PC, if the problem occurs it is usually the CPU cooler is not able to cope with heat so what happens is the system will restart continuously. and secondly it sometimes occurs from bad sector HDD so the system can't be fully loaded.

Unplug the mobo battery and leave it for a few minutes, then reinstall it correctly ... if the effort doesn't work then it's a risk of overclock .. money will help

it's pc long time ago 4.3ghz right now with 1.55volts .. very good .. if in a state that is still good ya maintained till the time you get bored with it, just suggestion :D

fan position generally facing to RAM ! no detailed CPU speed under OC or default, as long as max temp below 70C your CPU is safe, 90C for blend must worried, just play game and enjoy your work and SEE your temp CPU load if below, i think your CPU does not run 100% everytime.
