    Will a PCI-E 3.0 x4 graphics card work in PCI-E 1.0 x16 slot?

    i am buying a GT 1030, but i have some questions, will a PCI 3.0 x4 card fit and work in PCI 1.0 x16 slot? and the second, is an quad 2 quad Q6600 suitable for this card?no bottlenecks? the card is nearly equal to a GTX 750 ti.

    system refreshes after pressing right click

    when i press right click on any file or folder inside file explorer it suddenly refreshes and closes the right click window. you can see in the video.
