Fresh Windows 10 install from official Windows 10 installation USB, to blank SSD formatted/initialized to GPT. Legacy mode off, full USB on startup enabled, tried bootrec commands, tried all USB ports, etc etc. Only getting "winload.efi" missing with error 0xc0000225.

I'd personally go with something at least 600W 80 Plus Gold with a setup like that, but you should be fine to overclock a little bit.

Just a note, I've had this problem with eight or nine mice over the past few years - from Windows XP to 8.1, on OSX, and various Linux distributions. It's not always hardware or software.

The PSu should be fine. I've had issues with Windows actually being the culprit, installing "critical updates". You can usually control what's allowed to boot the PC via the BIOS, though. Disabled everything except BIOS and it's been fine since.
