This could be FreeSync trying to do it's job. FreeSync has a feature for matching the refresh rate of the video, so you could be running into an issue there. Disable FreeSync for Video Mode maybe?

It may not be your CPU, as when a motherboard does it's booting, it goes in sequence. Typically it goes -> Motherboard -> Motherboard BIOS -> CPU -> RAM -> Storage -> Everything else. Make sure the RAM is not the issue.

Could it be the power saving settings? Windows might be using your IGPU to do the desktop tasks, and switches to the Discrete GPU for the games. Check your power saving settings to see if that could be the issue.
