I don't know why it's working now and what I did but it has seemed to be working now? All I have done between my last post and this one is. I hung my monitor on the wall and and because it was to far away from me I reduced the resolution from 1920x1080 to 1280x800 and now it magically works...

Hi bystander what do you mean when you say monitoring issue but the first time I plugged the pc into the tv, I thought I had it plugged into the motherboard but it was in gpu. I did reinstall it after I posted. I ended up uninstalling everything and reinstalling them and still no luck.
