My "theory" is that my cpu is power throttled. Its getting enough power by the supply but my bios is only allowing some part of it to go through. And the part going through is lower than what is required

I have SSD space and no malware and second i just took an ss of my temps and showed it to gpt and said gpu and cpu both are being severly power throttled, not getting enough power. Is there a fix to that?

Yes in different laptops. The expected performance i should be getting is +20-30fps in certain games but im not. And idk maybe its smth related to software and my expectations are not that high.... In gta5 i get around 30- 40 fps with optimized settings on 720p. But with my gpu and cpu at 720p...
