Yes, you will definitely be able to run it. However you will be limited to probably around medium graphic settings unless you have a dedicated GPU.

If you aren't going 4-way SLI, I think the cooler on the formula is better, and you can always get an add-on thunderbolt card if you want / need one in the future.

Yes, with a 64 bit Operating System, the computer will be able to address up to the maximum amount that the hardware supports. More than likely 32GB.
