    I dont think that's it my Windows 7 installation is practically brand new. Also when I play, I use Game Booster so there arent any excess processes running in the background. I think this problem may be hardware related but I cant figure out which component is the problem

    like the framerate goes high and then low but it mostly stays lower than it should. most games stay around 25 FPS when it really should be around 60.
