    Mission accomplished! It was indeed the graphics driver. I didn't have to do anything too fancy to fix the problem, I just kept rebooting and rebooting until it held out long enough to uninstall the old driver. Everything is back to normal. I'd rather this had been easier and there be a more...

    Yes, and that is the main reason I believe this to be a driver issue. I installed the most recent driver yesterday and as soon as I turn the computer on this morning, nothing doing.

    The 980 was it, this is a fresh build. All new parts and a new OS. As for the GPU being clocked slightly, there's not much I can do. MSI Afterburner will not work for me in safe mode so if possible we'll need to act as if it is OEM stock.

    If it matters it's a GTX 980ti... I'm nearly certain it's an Nvidia driver problem after going through many many online fixes for my problem, but the only way I can get into the control panel to uninstall the drivers is through safe mode and then as soon as I restart Windows 10 automatically...
