im really close to getting a stable 240 fps for my 240 hz monitor

im currently running my i7 4790 at 3.8ghz fixed mode with turbo boost off and when i try setting the it to 4.0ghz it caps down to 3.8ghz i havent messed with any setting in bios because i dont really know what they mean.but i just need help getting as much performance out of my cpu as possible...

So i have mixed ram 2 sticks of corsair vengeance ram at 2133mhz and 2 sticks of corsair xms3 ram at 1600mhz.im currently running my ram at 1800mhz . My specs I7 4790 Gtx 1070 16gb ram Z97 gaming 5 The timmings for the vengeance ram is 11-11-11-27 and the timmings for the xms3 ram is 9-9-9-24...

I have 8gb ddr3 2133mhz ram(CMZ8GX3M2A2133C11R) and it is only running at 1600mhz on xmp profile 1.if i set xmp off i get only 1333mhz and there is only one xmp profile if anyone can help it would be highley appreciated . Motherboard (GA-H81M-DS2 rev3.0)
