I have had the same problem on my pc. I have tried almost everything you have tried. I have monitored my CPU's temp to make sure it's not thermo throttling and it's fine. I honestly can't figure out the problem.

I have installed msi afterburner and seemed to speed up the fan speed which has helped! I think the H55 was an excellent buy

So I built a gaming PC a few days ago 06/04/14 and I bought the GTX 760. Anyway I tried to play a simple game of War Thunder on max settings and the CPU was wayy to hot so I bought the corsair H55 which has done a good job of cooling it down! but now the GPU is way to hot and is running around...
