I had a similar issue with Windows 10 hanging on boot once the windows logo appeared - causing at least 1 minute of delay. I opened up "Intel Rapid Storage Technology", turned off "Link Power Management", and restarted my computer. Boom. Everything is running nice and fast again. Hope this helps!
