Additionally to cooler being loose and the thermal paste basically burned, I found that in windows power management settings, the minimal power for cpu was 90%, that was making it clock constantly at 3.4ghz. I changed it back to 5% and now everything works perfectly.
Till like, friday I simply won't have time to try and remount the cooler or try changing the position of case fans.
With cpu at 100° I don't use the pc at all until I solve the issue.

but it's ryzen 5 2600 3.4 ghz, msi b450 a pro, 8gbs of I believe 2133 corsair vengeance
although I have absolutely no idea how that could help
A - cpu cooler is fine, it's the stock one that comes in the box, I checked the rpm and it's fairly high
B - bad airflow doesn't justify constant 3.4 ghz and 100 degrees
C - checked the voltage, it's around 1.5 but most importantly it fluctuates and it's set on auto, it could be motherboards...
indeed cpu shouldn't overheat and I plan on changing the cooler as it's pretty weak
what's really the issue is that in such temperature, the cpu should at least throttle, but it stays at max frequency for no reason and keeps heating up
I won't go into full specs, most importantly I have ryzen 5 2600 and msi b450 a pro motherboard. I have not yet flashed new bios, although current one supports this ryzen cpu, its post march version.
