While I can run 1080p and 4k at 60fps for some reason the other resolutions won't give me the option to go any higher than 30fps. I have tried super resolution on the nivida settings but didn't fix it and I used a RX 480 and the issue wasn't there, any ideas?

My computer is pretty much running at 35% normal performance, this thing has a Gtx 1080 and the cpu is overclocked to 3.8ghz and I'm getting as low as 30fps on 1080p! I feel like this has something to do with Windows new fall creator update as I noticed this problem after getting it but not sure.

My GTX 1080 can do 1080p60fps and 4k60fps, but 1440p can only go up to 30fps? Does anyone know why? I haven't overclocked or done anything to it really except for driver updates. I have tried uping the DSR-Factor to 4x native resolution, but that only gives me the option of doing 8k. Please help
