The solution above didn't work for me, but I found a quicker solution to the problem, which is to install in Safe Mode. The easiest way to boot into Safe Mode in Windows 8/8.1 is to run "msconfig" and select "Safe boot" in the Boot tab. Photoshop 7 installed in seconds on a 512GB SSD, and works...
