    This was quite a weird issue, but the issue has been solved. Previously, there were 12 ghost boot options in the boot menu (operating systems that the BIOS thinks exist but they don't exist). By deleting them with a program called EasyUEFI, all my USB drive issues have been solved.

    Boot seq isn't by device type it's by device. I can't set it to boot off the USB first because the USB has to be plugged in before post to do that which I cannot do.
