I recently received a 3080 and everything is complete. Upon hooking up the monitor (4k) I have a "no signal". I have tried to exhaust EVERYTHING and even plugged in my Xbox to the monitor and the image shows up. I've used the HDMI from it as well. I've used my old PC components which I know...
