OC your GPU to 1.2 GHZ. Wouldn't recommend overclocking the CPU.

For your needs, the first and the second one suits the best. But the second one has a Xeon which can't be overclocked. So if you plan to overclock, go for the first one or get a better CPU in the first one. Choose wisely.

Yes, just get a Hyper 212 EVO. That should solve things up.

Yes, the desktop will basically satisfy your gaming needs. But the laptop suits your campus environment more. And the GT 750M should have no problems handling starcraft 2.

I wouldn't say that desktop is 'decent'. It's quite below that. The laptop is actually a little more powerful than the desktop. (except the graphics) As you are going to use it mostly on the campus, I recommend going for the more portable option i.e. laptop.

A good 80 + certified 550 W should do the job. But it's always good to have a little more for future upgrades. So I recommend a 600/650 W. If you do not intend to upgrade at all, a 550 W is enough. But remember always get one which is at least 80 + certified. Anything from Seasonic, Corsair...
