Yes, I have tried booting with on RAM as well. I have another PSU ordered for a different build I am working on. It's not supposed to be here for a couple weeks. Also, it's a 1200W PSU. Wouldn't that be too much to test this PC with?

Any tips only testing it's power output. I'm handy with a multimeter but not PSUs.
