I am stuck in safe mode using windows 10, I can't do anything in this mode. I only have the option to shut down or restart. HELP

When I follow the directions sent with the card and install the new card and power up the computer Dell Inspiron 620 on windows 10, it won't even boot into windows, can anyone provide me with some troubleshooting here? I'm still able to use the computer when I take out the new card and restart.
