    Building a PC Advice

The 680 is tons better than the 750 ti, those are hardly competitors. 680 being the high end of the GTX 6xx series and the 750 being the low end of the 7xx series. Definitely go with the 680 if that's the option available to you on your budget.

What is the best $600 gaming PC?

OP stated he would be upgrading next year and an upgrade to an i5/i7 next year would be far better than any of AMD's offerings. An upgrade from the FX 6300 to the FX 8320 isn't very significant and AM3+ is also a dead socket, no use getting that. A H97 motherboard will allow OP to upgrade to...

New gaming PC build - input appreciated!

The CPU is the greater factor in streaming and the 8GB of RAM should be more than sufficient for the needs you've stated. If you're gonna go with the Xeon I suggest getting a H97 motherboard, the Z97 ones are meant for overclocking (unless of course, you plan on overclocking with a different CPU...

CM EVO 212 isn't as good as the DH-14 in terms of cooling performance, it is also quite a bit louder.

New gaming PC build - input appreciated!

This looks like an excellent build, I personally would've grabbed the 120GB Samsung EVO and gotten the GTX 780 SCX instead, but that's more of a personal preference I suppose since you're not using a HDD (WD Caviar Blue recommended if you ever buy). Another choice for cooling might be the Dark...

Will Assassin's Creed 4 Black Flag work on my pc

Yes, it will work on your PC. Not the absolute highest settings, though. If you're at 1080p you will most have to turn the settings down to low to get a fps of 30+.
