Had Same Issue...Had No Bluetooth Icon + Bluetooth Settings. But Had Bluetooth Adapter Showing Under Device Manager.
Just Fixed It Like This:
Right Clicked On Bluetooth Adapter Under Device Manager And Uninstalled It With Delete Driver & Software Ticked.
That's All...Pulled Out USB Bluetooth...
