It was probably sent and got held up in shipping and you asked for a refund while it was in transit. Not many sellers will give a refund without getting the product back.

You CAN buy a second GPU for backup, but honestly you're just wasting money. I presume this also means that your CPU doesn't have an iGPU? Worst case you'll just have to wait. Otherwise buying one and trying to sell is an option, just not something I would do personally

Is it possible? Yes. I've run my 6350 at 4.8ghz on H80 without any issues at all. Granted it will very by CPU. Some could easily get to 5ghz, some might go more, some might be less. Depends on your luck of the draw
