    Yup sounds normal, ive got r5 3600 idles around 41c-46c and the second i move mouse etc it goes up by 2c-4c and thats the beaty of ryzen the clocks boosts on "Bursty loads" such as opening a program or navigating around the OS etc.

    HWmonitor is probably your problem programs like it wake up ryzen cores and that causes the temp spike that isnt really accurate i recommend ryzen master and hwinfo64. And few cores boosting sounds just about right for windows background stuff.

    You will need a bios update to make your motherboard compatible with new new cpu and the R5 3600X - RTX 2070 Super pair is great i have almost the same just the non x version of the cpu and the performance is great.
