On my other build with i7 4790k 4.4ghz and r9 290x and 16gb ram I don't have stutter or fps drops, I got 8gb of ddr4 arriving Thurs so I'll find out if that fixes the problem. I just hope not having enough ram was the issue.

OK so just set graphics to low and I'm not having severe fps drops, and I don't encounter short freeze's or lag. I think I might need to get more ram and or an ssd.

Find latest bios on your Motherboard's site, use ddu to uninstall any old NVidia drivers and do a clean install.

Yea, I did have have windows power management on balanced so maybe that could be the issue?

Still have same problem, I'll clock cpu to 4.3 and see how that fares then.

I've also got everything installed on a Seagate 2 tb hdd, got no ssd atm but I will get one later on. Could the game textures having to load fast have something to do withy fps? I noticed that while the fps drops were happening that game was loading some textures.

Yes, my cpu is also not overheating. Temps while gaming are about 45.
