2700x isn't much of a upgrade in terms of performance. Aim for a bit higher and if possible do wait a bit more for the 4000 series of CPU and GPU's to arrive in the market. And in my opinion, you better start upgrading from the scratch.

Your CPU is still quite powerful, I would suggest you to get a RX 580 which is best fit for your CPU. Also 300w PSU is too less for RX580 or any other GPU higher than RX550, thus also upgrade your PSU to 550W or 650W
