I've had powerline adapters just go bad. See if there's a "reset to factory" procedure and/or update firmware. Short of that, you might need a new pair. Or maybe there's an issue with the power wiring... I'm getting awful results with a brand-new pair of powerlines, worse than wifi :-(

Maybe install the reference Realtek drivers, or look for a download of an older version of the ASUS package?

Why are you using USB to Ethernet when you have an Ethernet port? If it's USB version 1 (12 Mb/s), that would be your problem. Also, duplex... you cannot just change that, both sides need to agree. You should almost always allow autonegotiation. It's pretty rare to manually set stuff like...
