I have the exact same problem with my ASRock Z87-itx board. For me, I am unable to boot on any power outage until I reset the bios using the pin-button on the outside of the board. Even if I manually restart the computer, sometimes I have to hit the reset pin. Haswell Core i7-4770k 16mb ram...
