Since it's from early 2011, i'd say no. Not with a good amount of FPS. It might be playable though but i wouldn't count on it.

Windows 10 should in theory give better performance with the DirectX 12, but if i where you i'd go to windows 8.1 and see if the problem persists.

How did you increase the voltage to begin with? What's the base clock of the CPU?

You're totaly correct it won't support the 2400 MHz ram.
