i found the solution ;'), it was loading lag, so i looked at the sata cable with a text: 66 b/s.... , so i replaced the sata cable with a 6gb/s, and now the problem is solved. I was so stupid when i builded my pc i used a sata cable from a pc made in 2004 ;')

Yes, the frame rate does drop for example Cs go from 240fps to 187 fps

I recently went back to windows 7, but it also did not fix the problem, did a fresh rest all and driver install
