So upon power on, the CPU fan rocks back and fourth slightly and the EZ Debug LED for the CPU flashes red.

It's an old build, and i've replaced the motherboard, RAM and CPU.

Sorry, forgot to post PSU specs. It's a Corsair TX850W non-modular. No bent pins on CPU or CPU socket
