    Yeah, it should play Skyrim with pretty high fps. There might be a small CPU bottleneck, but it's unlikely you'd notice.

    Seems like something is possibly taking focus away from the game. Make sure drivers are updated, games are updated, and close all background processes. If that doesnt help let me know.

    PCIE is backwards compatible. I'm fairly certain even 3.0 cards will work in 2.0 slots, just at reduced speeds. Second, i would agree with psu calculator and say 500 is not enough for safe long term operation, as it is not generally a good idea to run a psu at its max unless its a fairly high...

    Unplug the Windows 7 drive, plug the empty one in, install Windows 10 normally, then plug the Win7 one in. Select the boot order for them, so whichever is first will boot at startup. Then if you want the other you press something like f12 while the PC is booting and it'll give you a boot menu...

    Those read/write speeds are really irrelevant to the typical user when comparing between different SATA 3 SSDs. The difference between them is negligible. If it were SATA 3 vs. maybe a PCI-E SSD then there's a decent performance gap. I'd get the one that has the best price or good warranty.

    The 1070 will have better driver support in the future. Plus its a newer card with a lower power architecture so you wont use as much power, which is always good.

    It can touch and even push a little, just not a lot. If it looks like its about to snap off the motherboard obviously its pushing too far, but thats not the case so dont worry. And the tape is unnecessary
