    The CPU usage is normal. The GPU usage should be hitting 95%+ consistently. Check the power % too and see what it says. Edit: I will also add that 90fps seems pretty good for a 1070/6700

    So, you're putting it back on your other motherboard/CPU and it works fine? I don't think a new GPU/PSU is going to fix it.. unless I misunderstood you. Also, you might need to check and make sure your graphics are set to PCIe instead of integrated in BIOS. That may help.

    I haven't played Valorant so I can't be sure how demanding it is but I do think your GPU usage should be much higher and more than likely that's your problem. Can you try another game? Preferably something known to be demanding.

    If you replaced the motherboard, make sure the standoffs are in the correct places and not shorting out the back of the motherboard.

    First, you'll need to dig into your event logs. "Event Viewer" > "System". Look at any errors there and see if it points to anything. Also, when you say it restarts, is it "restarting" properly as if you would click "power" > "restart" or is it just hitting a black screen and rebooting?

    I would definitely use MSI Afterburner (or like software) and check GPU temps and usage at idle and on load. You definitely want to make sure you aren't thermal throttling first.
