Can I Use A 8TB Hard Drive for My Operating System

More ram won't really help the "feel" of the operating system. Everything will feel laggy and slow with the OS on the HDD. An SSD for the OS is hands down the way to go. the 8TB HDD should just be storage. There are utilities to clone drives and such, but a fresh install is way better.

So the Z400s comes in all the form factors you could want. But honestly there are way better choices available. If I google the right version of your laptop, it supports NVMe SSD's.

replace the stock 128GB SSD in my Dell G3 laptop

probably yes... Is your laptop config an SSD + HDD combo? or is the SSD the only drive in the laptop? If the case is the latter, it is most likely that the SSD is an mSATA or M.2 form factor. I googled real quick and this laptop is pretty new right?

Clone OS from 250gb SSD to 500gb SSD

You could probably just use windows disk management to "extend" partitions. Delete that second partition that was created, and then extend your your original partition to fill the rest of the space.
