What you have now are very loose timings (Not conducive to good performance) and yes increasing SOC would help the IMC. Be careful with SOC as excessive voltage can ruin the chips IMC.
A lower frequency with tighter timings is often better for performance and stability.

Manage to run 4000MHz in 1:1 ratio with CL18
What I do is changing the SOC Voltage from 1.1V (Auto) into 1.2V and artifact problem is gone. Thanks to MeanMachine41 to explain me the DRAM Frequency.
Ummm, i've read the article that you have sent before... but even if i set my ram into the default XMP Profile (3600MHz CL18 @1.35V) and the problem still occurs... by 3600 it means the FCLK should be on 1800MHz which below 1900MHz...
