RESOLVED: the gigabyte z97x ud3h bk motherboard requires a "power on" on the mobo itself. I was able to get fans to spin and leds to light up by jumping the power switch with a screwdriver. Thank you to everyone who responded.

Any suggestions appreciated. This is mobo #2. Was certain the first was DOA. Support from Gigabyte stated clearly that with power to the mobo, all that was required to POST was the cpu (and fan), and one stick of ram. Expected behavior is that the CPU /heatsink cooling fan starts to turn...
