If I can run a 2700x on my motherboard is it safe to say I can run a 3900x because they have the same tdp ?

My setup is a 2200g on a b450 f with a 2x4 kit of ram i plan on upgrading to a 3700x and 16gb of ram. would it be a good idea to buy another kit of the 2x4 and use all 4 dimms in dual channel?

I need to connect everything including 3 led strips/ 6 fans/ and 4 rgb Ram heat sinks. the fans and heat sinks are daisy chain-able. I think what i need is a controller but i am not sure. I just want to be able to control everything using aura sync.
