Make sure advanced settings are off, I gained 20 fps doing that.i also got an extra 8gb of ram and that really helped with stuttering (btw I have a 1060 too)

I would replace 7600k with r5 1600 or i5 7500 and a cheaper b250 or b350 motherboard so you can afford a gtx 1070.

I have a 1060 but by all means if you can, get a 1070 which is basically 330 atm

r5 will be better for 4k gaming but i5 is better for lower resolutions. Plus, r5 will stutter less.

For 4k getting ryzen would be a better choice. If you look at benchmarks most only show the i5 vs r5 in 1080p (rigged?), but really ryzen outperforms and equals an i7 at 4k.

You should upgrade your cpu and motherboard first. That cpu is definitely bottleneckingThe 280x is stil la decent 1080p card. I would get r5 1600 if you can afford it.
