That's what I thought was happening. I tested the hard drive and it came back as fine. I'm still going to keep an eye on it and probably upgrade to an ssd eventually.

I scanned in safe mode with Norton Antivirus and Malwarebytes. It came back clean. I'm doing a fresh install now. I have a recovery partition that's about 30.7 gb, should I delete that or keep it ?

Prior to coming here i tried a few things I saw online and that must of been one of them. That folder is not listed under HKLM\Software\Policies\Microsoft\Windows\WindowsUpdate. I also tried to use the Windows Repair 3.9.9 Download and that did not work either.
