Have you tried to fresh install windows on the HDD, or you trying to boot the machine using the same system used on your old motherboard?

Try to unplug the SATA cable, Turn it on with SATA cable unplugged then turn it off, plug the SATA cable again , boot it and see what happens.

Make sure your GPU driver is up to date, if not update it and you should not have this issue again
