Tried both - still the same

I have a Corsair CX750, I've cleaned off the thermal paste and applied new paste, and the cooler from my old motherboard was a screw-on one, so I had to take the bit off the back of my old motherboard and put it onto the new one in order to screw it on. Lastly, I can't quite tell how to reset...

Just disconnected the HDD and it's the same: I press the power button, it goes on for 15 seconds, then turns off, then on again for the same duration and then repeats the process indefinitely. Throughout the whole time, there is no video output, no audio output, no recognition of peripherals -...

I still don't understand how that would cause it to constantly turn off and on without recognising any peripheral or booting up at all. Shouldn't I at least be able to get to the BIOS, and surely it wouldn't constantly turn itself off and on without booting if it was just that?

As I've been saying, I can't do that because it doesn't boot. There's nothing on the monitor which stays in sleep mode, and neither the keyboard nor the mouse are turning on at any point, so I can't press any keys.

I can't even get it to show anything on the monitor, though. It won't turn on any of the peripherals at all. I can't see any way to boot it in safe mode as it is right now.

Surely that wouldn't cause the above problem? If it was due to already having Windows, wouldn't I still at least get something on the monitor? And I can't see why it would cause it to constantly turn itself off and on.

I recently bought an H77MA-G43 board, but after setting everything in place, it won't start up. The fans and LEDs work for roughly 15 seconds before turning off, and then starting again after 2-3 seconds. This cycle repeats until I turn the PC off. Oh damn, that was a huge mistake on my part - I linked the wrong thing in my first post. Sorry if I wasted any of your time or effort due to that. It was exactly the same as what I have except for the gpu and processor. So sorry for making such a stupid mistake. I have an i7-2600 @ 3.4GHz

Seeing as I have few other options, is there anything I'll need other than a motherboard and OS? Also, as I know little about motherboards, is there anything that could be recommended? Is the one linked above a decent buy?

I bought the card and PSU at the same time, but the PSU was DoA, and so I had to order a second one. Due to this, it's way too late to return the card, unfortunately.
