Put a fan blowing direcly at the vrm's and see if it's due to overheating them.

My 8320 is @4.4 and 1.285v and under prime95 drops to 1.280v and is rock steady so, no its not imposible.

You should check if the power suply's power rails are up to the task (enough amperage (A)).

My Asrock 990fx extreme 3 can overclock 8320 to 4.4ghz @1.28v and the vrm's are maxed out so I keep it @4.2 around 1.21v Ps. I have read rewiews and as I understand my cpu is good voltage wise

Your cpu might have bad memory controller and can't handle 4 sticks, you could try lowering ram speeds or overclocking the memory controller. Ps. More info of your system could help.

Something like 4.7 would be more realistic but it's not impossible, but you should have expensive cooling and in my opinion it's not worth it.
