I don't know if it'll work but have you tried a manual flash with a usb drive? Not a reset. And are you talking about the actual cpu clock frequency, i.e. not turbo boost?

MSI command center controls you cpu and system fans and will allow you to raise them to 100%, but I'd keep a close eye on them.
