I believe you can scale the UI elements in windows when using a 4K display, and it should effect text as well. Although, I haven't used a 4K PC monitor so I can't be specific. There should be some articles on how to set up a 4K display the best.

Did you change the power management mode to "Maximum Performance" in Nvidia control panel?

Switch the game to use "Windowed (Fullscreen)" in the video options.
