In windows power settings if you set it to performance it will always be boosted (at least with intel) but in reality it can be left to boost automatically when needed download cpu z and run a complex task and you will see the multiplier boost

try putting the monitor refresh rate from 23hz in the gta settings to the highest setting 59 or 60 etc i made this mistake once and the game ran like crap

this is my problem out the box the 1060 has better fps than the 480 but this is because all the SETTINGS IN THE DRIVER are by default set to low WDF
