Do you have two separate PCIe cable from PSU powering the 1080ti? Also 600w is like bare bones for the 1080ti. I believe they suggest a 650w.

I was having a somewhat similar issue. Are you using 2 PCIe power cables to connect to the PSU/GPU? That helped me.
